I've setup boinc on an ARM linux device, manual build. Everything seems to work OK and I can attach to projects. But no work is ever getting done and my CPU's are idle. Any ideas much appreciated!

By the looks of it, "wrapper_5.33" and "enigma_5.33" failed to download due to "permanent HTTP error".

Might be a temporary server error. Maybe do a project reset (or detach/re-attach) at a later time to see if it clears up.
